Organizational context: The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Climate Transparency Global Support Programme (CT-GSP) supports developing countries in implementing the Enhanced Transparency Framework under the Paris Agreement. This role, as a Transparency Network Coordinator (TNC), is integral to the CT-GSP Project Technical Units, focusing on strengthening regional transparency networks.

Job purpose: The Transparency Network Coordinator (TNC) for the Anglophone Caribbean Network is responsible for strengthening support within the region by fostering a community of countries, enhancing peer learning, and ensuring effective country-level engagement. This role facilitates experience-sharing to reduce the learning curve for implementing new procedures and best practices. The TNC acts as the primary operational focal point, connecting the CT-GSP programme with national focal points, regional institutions, and support partners. The purpose is to ensure the effective operation, coordination, and delivery of CT-GSP activities, translating country needs into regional actions and providing targeted support, thereby facilitating knowledge transfer and informing global programme development through country experiences.

Responsibilities: The Transparency Network Coordinator (TNC) will manage and engage with countries within the Anglophone Caribbean Network, ensuring continuous and substantive interaction. Key duties include identifying and monitoring country and regional transparency capacity needs, and translating these into regional activities and targeted country support. The role involves providing technical, needs-based support in relevant Enhanced Transparency Framework (ETF) areas and facilitating peer-to-peer learning and South-South cooperation. The TNC will coordinate regional capacity-building initiatives, technical assistance, and quality reviews, while also strengthening coordination with other transparency support providers. Maintaining accurate regional information and systematically documenting activities, results, and lessons learned for project management and reporting are also crucial responsibilities.

Education: An advanced university degree (Master's or equivalent) in a relevant field such as climate change, environmental sciences, public policy, or economics is required. A first-level university degree with significant additional professional experience may be accepted. A qualification as a certified expert reviewer for UNFCCC BTR Reviews is a plus.

Work experience: A minimum of five years of professional experience in climate transparency, MRV/ETF systems, climate-change capacity-building, or regional coordination is required. Demonstrated experience working with national governments, coordinating multi-country or regional programmes, and organizing workshops or stakeholder consultations is essential. Experience supporting climate transparency initiatives and managing multiple country engagements simultaneously is also necessary.

Skills: Climate transparency, MRV/ETF systems, capacity-building, regional coordination, technical cooperation, stakeholder engagement, workshop facilitation, project management, results reporting, knowledge management, communication, and documentation.
