This role supports the Ministry of Environment and Climate Change and the Stockholm Environment Institute (SEI) in this initiative.

Job purpose: This role serves as a Technical Consultant for Financing Strategy, supporting the development of Brazil's National Action Plan for Short-Lived Climate Pollutants (SLCPs). The primary purpose is to create a comprehensive and actionable "Finance Strategy" that ensures the plan's implementability. This involves identifying and mapping compatible financing sources and instruments, analyzing existing resources and gaps, and engaging with key financial stakeholders. The strategy will articulate pathways for securing funding, integrating SLCP mitigation into national policies, and aligning with the Ministry of Environment and Climate Change's objectives, ultimately enabling the execution of SLCP mitigation actions in Brazil.

Responsibilities: Develop a cohesive and actionable financing strategy for Brazil's National SLCP Action Plan. Identify and analyze compatible financing sources, instruments, and mechanisms, including national budgets, multilateral development banks, and private sector investments. Map existing resources and identify financing gaps for SLCP mitigation measures. Engage strategically with ministries, financial institutions, donors, and other stakeholders to validate financial data and secure funding. Finalize the Finance Strategy for integration into the Clean Air and Climate Action Plan, ensuring alignment with institutional priorities and high-level endorsement. Collaborate closely with the CCAC Secretariat, Ministry of Environment and Climate Change, and SEI.

Education: An advanced university degree (Master's or equivalent) in Economics, Finance, Public Administration, Environmental Management/Policy, International Relations, or Engineering is required. A first-level degree with four additional years of qualifying experience may be accepted. Fluency in Portuguese and English is essential.

Work experience: A minimum of 5 years of practical experience in climate finance, sustainable finance, or green financing within Brazil is required. Technical expertise in analyzing climate funding mechanisms, public budgets, and green financing instruments is essential. Experience with Brazilian public sector institutions, financial organizations, and international development partners is an asset.

Skills: Climate finance, sustainable finance, green financing, financial analysis, public budgeting, engagement with financial institutions, understanding of national climate strategies and policies, experience with Brazilian public sector and international partners, proficiency in Portuguese and English.
